If, at any time while driving, your vision was completely blocked, what are the chances of death or serious injury? Would there be enough energy in the system to kill when you crashed, or would it just be a minor damage?
While we don’t want crashes to happen on the roads, we know people will make mistakes and crashes will occur. A Safe System provides an environment where the energy in the system is managed so that death and serious injury are prevented.
In theory (although certainly not ideal) we should be able to survive with a tarp over our windscreen.
