A clear road planning framework is crucial to achieving high alignment with Safe System principles.

Understanding where on the Movement and Place matrix an area sits is the first step in deciding on the treatments that will be employed to improve road safety. For example, a movement corridor will be improved to minimise the impact on traffic operations and may put more emphasis on separating vulnerable road users from vehicle traffic in order to maintain the higher speed traffic. A ‘Place for People’ on the other hand will actively discourage vehicles from entering that area, or if they do, will slow vehicle speed and reduce their priority in favour of the movement of pedestrians and cyclists.
