A signalised intersection that complies with standards reduces the likelihood of a crash. That part matters.

- How fast are they travelling?
- Who is exposed?
- What is the likely injury outcome?
This video shows a red light violation that narrowly misses a pedestrian. The signals worked as intended. The outcome nearly did not.
Conventional design minimises crash likelihood.
Safe System design minimises crash likelihood, but ALSO manages the crashes that will still occur.
That second step is where severity lives.
