Dwell on Red [also called Rest on Red] is a traffic signal phasing that puts pedestrian safety first. All vehicle approaches sit on red and only switch to green when a vehicle is detected and that vehicle has slowed. It is recommended in central activity areas and can be activated during high risk pedestrian periods including Friday night and Saturday night when vehicle volumes are lower.
We are finally moving away from old thinking that always prioritised vehicles and blamed pedestrians for being human. This approach puts vulnerable road users first. It accepts that people will make mistakes and focuses on reducing the consequences of those mistakes.
This treatment can reduce pedestrian crashes during times of operation by up to 50%.
