Filter right turns at signalised intersections is where right turning traffic is allowed to “filter” through gaps in oncoming traffic. These intersections allow drivers/riders to judge and execute turns based on traffic conditions. 

We have long advocated for a safety-first approach in this space, where all signalised intersections are fully controlled (red arrows) and only allow filtered turns if there is strong evidence of low risk. That’s why we’re excited to see that Victoria’s 2024 Road Safety Policy now states: 

“Filter right turns are not permitted at any time for all new or upgraded traffic signals. This may be achieved through right turn bans or traffic signal phasing eg. fully controlled right turns or split phasing. Additionally, no existing controlled right turns shall be downgraded to a lower form of control eg. fully controlled right-turns cannot become partially controlled or filter control; partially controlled right-turns cannot become filtered.”
