Some pedestrian incidents are not necessarily included in the definition of road crash, and are therefore not included in official crash data. This can include obstructions on roads, falls, trips and slips, animal bites and personal security. 

The World Health Organization, in their document titled: Pedestrian Safety – a road safety manual for decision-makers and practitioners, estimated that in Sweden, 4,500 serious injuries occur to pedestrians in the public environment that are not recorded in road crash statistics. This accounted for one in every two people seriously injured in the road transport system in Sweden.
